The cost is lower or about the same depending on what the
specification is about. The reviews and discussions are expensive as
you have to find people to do that. I'll put the question from another angle:
If you want to publish a RFC, provide the following:
1. Five reviews of the document
2. One review from each of the other IETF areas
3. Someone to deal with all the process details
