I will posit that this list is the proper venue for that.  In fact,
inability to convince *anybody* with the technical ability to do an I-D
is probably indicative of either crankhood or such poor communication
skills that formatting is the *least* of your worries (and a good engineer
may not even bother to distinguish those two cases...)

Write it up, post it... the IETF list is so culturally biased against
dropping good ideas on the floor without discussion  that we can even chase
patently bad ideas around in circles (witness the extended debate on this
thread ;)
