The above seems like a thinly veiled attempt to make SpamAssassin headers 
a defacto standard supported by the IETF, without going through the 
standards process.  There is no reason the IETF should condone bypassing 
the standards process to favor one competing implementation.

Obviously, if the goal is to standardize these headers, then a standard
can be produced and put through the standards process.  Certainly,
experimenters can test SpamAssassin headers without putting them in all
the IETF production mail systems.  This is yet another reason why adding
SpamAssassin to IETF email headers is inappropriate.
