I think is much easier to have a uniform and well-know stable cost, which
also facilitates long-term planning, which has been one of the IETF problems
for organizing our meetings.
Long-term planning also helps to keep the cost down for the meetings, the
IETF administrative cost, and the participants !
On the other way around, if the cost for attending the meeting is lower for
the place where the meeting is cheaper to organize, for only half of the
participants, which in fact seems to me that are the richer economies, we
are more open to those participants, but not to the rest.
