The prevailing assumption is that IPv6 end nodes will be globally
addressable for practical purporses.  I think this is a very unlikely
outcome.

Section 4 in the draft may be common knowledge, but often deliberately
ignored during protocol design because "it's not the way the Internet
works" (or some other reason remotely derived from rather general
policies).

(BTW, the draft should be a bit clearer about the new waist's properties
-- only very specific traffic patterns are widely NAT-compatible.)
