list of nominees.  The discussion of that document highlighted how a
simple statement like "we want an open list" is not as simple as it

Indeed.  Having elections means determining who's
eligible to vote, and that has all kinds of cascading
consequences.  

We already have that. The only difference is that:

- - voters are selected randomly from among those not "running for office"

- - voters are required to participate in interviews and meetings, which
may make them more informed

In the end, though, all voting systems are popularity contests.
