The above suggests a way forward, then, involving nearly zero work on
anyone's part. When a potential WG is in the nascent stages, someone
who thought this a good idea could use the I-D approach as an
experiment (probably requiring posting late versions to the target
mailing list, due to the dark period before meetings; the sequential
numbering would still hold). If people reported positive experience,
then the strategy could be adapted.
