That's not correct. Having a visa does not imply that you will be
allowed to enter a country.

And I have experienced an occurence in which I had to explain why my
business visa didn't match a personal trip I had to make at the time.

I am told that a number of people have been deported (and others have
stayed in jail for a while) at the USA border because they used false
information to get their visas (said they had never live in the US
illegally, when they actually had).
