In theory they should have read any drafts that are on the
agenda.  I used to agree with Keith but I'm drifting more
towards feeling that particularly for remote participants (and
I'm saying this as someone who's done the remote participation
thing upwards of a dozen times) it's helpful to have a
summary of the issues under discussion.  Not every slide set
contains material you should have gotten from reading the
draft.  Some contain material you should have gotten from
reading the mailing list, but even so a summary of issues needing
attention/resolution is useful.
