I think it is counter productive to label opinions you find unpleasant
'troll'. That implies that the only reason the views are raised is to
provoke a pointless argument.
In this case the slides were directed at a different audience entirely so
accusing the author of trolling the IETF is discourteous and insulting and
the accusation should be withdraw.
The view of the IETF described is very common outside the US and the IETF.
You may disagree with that view but it is foolish to label a commonly held
view 'troll'.
