"More heat than light" is not jargon, it is not domain specific or
confined in usage to the ietf, it is in fact an idiom that has been in
use for centuries.

That doesn't mean it's clear in this case or contextually appropiate, or
couldn't be said better. We not longer in general illiuminate with fire
so the context in which it would be used to describe human behavior is
not close at hand.
