Maybe they shouldn't promise no acts of State.  But like acts of God,
they can be hard to predict, thus implicitly not the subjects of
promises.

A pattern of abuse of the IETF (and others) by a hotel... is a
different story.  And the story about city construction may not be
true (requires investigation).

Just write as iron-clad a guarantee as you can into the contract, and
let their side walk us back to what we can all consider a reasonable
middle.
