In addition, the rules may be different depending on the nationality of the 
traveler, so I don't expect the meeting organizer to check - and re-check (as 
the rules can change) - the rules for 200:ish different nationalities...

If you're unsure, and if you don't find the information on the Internet, call 
the nearest embassy/consulate. 

Also keep in mind that the airlines are not responsible for ensuring that you 
have the proper documentation. They will try, but you can't blame the airline 
if they let you board the plane but you are then denied access at immigration.

What really would help is that people take there own responsibility and find 
out whatever is needed in their situation. It is silly to expect that the IETF 
meeting organisers become experts on the various visa rules worldwide.
