Which raises the question of exmh following nmh or mh. 

I think it would be a good to settle this one for the sake of future features.
If exmh is to be based on mh (which is assumed to have zero active development)
all new features would have to be added at exmh level. On the other hand, if
exmh and nmh are allowed to be developed together, new features can be added in
the 'right' place.

The problem is that this affects the behavior of exmh.
I believe the exmh calls `repl' internally to generate the
reply message.  Exmh would need to be changed to use
"repl -noformat" internally, to maintain the current
behavior.
