What language/charset/locale is it that you have where UTF-8 causes problems?
I'm tempted to say "tough noogies". Yes, there's systems out there where using UTF-8 would be a problem - however, nhm's *current* behavior is almost certainly broken on those systems already. If we're doing an 'nmh 2.0 - now with UTF-8', you have one vote for "just do UTF-8 and it's the user's problem to drag their system into this century".
