recipe flag sequence

Better make sure of that.  I've found two limitations on permuting the flags:

1. If you specify a number (and ever since asterisk notation was introduced,
most of us do on all recipes) rather than letting procmail expect the default
number of conditions, the number MUST be first after the introductory colon.

2. "A", "a", "E", or "e" must be the first alphabetic flag, either following
the number of conditions to expect or, if that number is implied, first after
the introductory colon.

All other flags seem to be freely permutable as long as they follow the
number and any of the flags listed in #2.
