And sure enough my double messages are being split appropriately into the
lists and my INBOX ($DEFAULT) 

Just one more point to clear up using the following:

:0
* ^From debian-user-request(_at_)lists(_dot_)debian(_dot_)org
debian

I understand that :0 = no lock  and :0: = use a lockfile

Why would someone not use a lock file?  I have all of my definitions using
:0:
