new user

I have been told that procmail can deliver local mail as 
$userid instead as root and can also deliver to user's home area.
So that I can use disk quota on the users.

I installed sendmail8.9.0 and procmail3-11pre7

I am having trouble of locating a www or faq to show new user
like me to configure procmail to handle the above rules.

Any suggestions, appreciated.
