Note the adverb "again" -- it used to, but it had stopped.
The 'again' was in version 3.12. The only versions of procmail to not
log delivering pipe and forward actions with the 'c' flag and
LOGABSTRACT=all were versions 3.11pre5, 3.11pre6, and 3.11pre7.
To summarize the history of LOGABSTRACT=all, starting in version 3.10
when it was added, consider this table of what types of actions are
logged by LOGABSTRACT=all when the recipe has the 'c' flag:
