    Yes sorry, I was unclear.  My .procmailrc is non existent, the
.forward in /root has "| exec /usr/bin/procmail"

    When the .forward is also non existent, mail to root is delivered
properly to root, when the .forward is in place, mail to root is delivered
to bin.

Procmail goes directly for the file /var/spool/mail/root where by
default all mail comes to rest when it is delivered, but only in each
users individual file.  When you set up your .procmailrc, it will put
the mail into files as directed by your recipes.

I hope this solves your issue.
