Yes.

Or, the more general case is, anything not addressed to YOU SPECIFICALLY
is Spam, as seen in the following:

        :0 fwh
        *! $^TO.*$\LOGNAME
                | formail -A 'Comments: NotMe'

Only downside is, this rule can backfire, especially if one is on a
mailinglist. Like this one, for instance. So by itself, it's not a good
discriminator.
