When you tell sendmail to use procmail as the local mailer, you should
not use a .forward file to invoke procmail, as that overrides the
local mailer.
I should have been more clear. I am doing one or the other. In either
situation, using a .forward file OR using procmail as the local mailer,
I get the same results.

Everything appears normal...I think?
Also- I should mention that I only get the duplicate emails when using
outlook as my MUA. When I look on the server there is only one copy.
