I'm a bit of a novice at this myself, but 

a) You shouldn't need to restart sendmail after altering the
virtusertable 

b) If you want a web interface for your users, I would think a simple
perl script would suffice to allow them to amend their virtual domain
aliases and then execute the makemap routine to rebuild the database.
If your users have telnet/ssh access to the box, then a shell script
would be easier.

But then of course you would have to consider how to stop your users
modifying lines other than those relating to their own virtual domains -
if everyone has write permissions to virtusertable, they can just go in
and divert other people's mail to themselves, accidentally or otherwise.
