The problem with wikis is that since anyone can publish, anyone can deface a site by adding inappropriate material. As a result, the site admin would have an additional maintenance chore -- regularly ensuring that the site hasn't been defaced in some way.

If individual users want to use wikis on their own websites, that's fine -- after all, they're the ones that have to monitor the content and clean up the mess if something goes wrong. However, for a tool such as procmail, utilization of a wiki on the website would be a major compromise.

That includes using the site itself to link to bogus packages of the tool.
