It appears to have filtered this one properly, but procmail still complains
about Exceeding LINEBUF...

Well, uhm, the procmail log and the qmail log are oh, about 90 seconds apart - the procmail verbose log you provide would appear to have *NOTHING* whatsoever to do with the event described in the qmail log. For the verbose procmail log to be of much use, it should correlate with the event you're seeing in the qmail log.

I wonder if it's something different about the way qmail interacts with
procmail.  The preline script or something might not be working correctly, I
will do my best to check.

Yes, there certainly could be issues with the specific invocation syntax of procmail.
