Probably not, and yes.

I believe all that tempfail from procmail will do is queue the message at
the local MTA, not at the sending MTA.  It might generate a DSN (bounce
message) back to the (possibly forged) envelope sender as well, but it
won't have the desired effect on the incoming spam unless (a) procmail is
the LDA and (b) the local MTA waits for exit status from the LDA before
responding to the remote MTA at the SMTP DATA state.
