I agree with this excellent suggestion. It seems to me that a lot
of the problems you're having are because you are using a global
procmailrc and you do some of your work as root. As I say on my
Procmail Quick Start at the beginning of the Step by Step
section:

Important: For the following steps to work, you must be a
regular user, not root.
If you are a system administrator who is learning Procmail, I
highly recommend that you step through this procedure before you
try to set up a global procmail rc file. You are much more likely
to understand the basics of Procmail if you learn by doing
(rather than by reading only). And your system & users will be
much less likely to experience an email nightmare if you do your
Procmail learning -- and making mistakes -- as a regular user!

And if you are managing email for only yourself, I recommend
not using a global procmailrc at all! Please take the time to
follow the step-by-step instructions in my Procmail Quick Start:
