Debugging the check for a missing from header is a bit difficult, since I

By default procmail checks the header not the body, so, if
you have a text file procmail will take it as body, in you
case, what ever you write in the file the recipe will return
TRUE.
You can add HB flags just for debugging but maybe you will
find the following as better way:
echo "Hello" | formail | procmail ./procmailrc
Formail will add the From_ as needed.
