Yes. I can think of 2 cases where a domain owner may not want the MX
to send mail, though some will.
1) The secondary MXs. Where a 3rd party server is used as a backup
for when the primary is down.
2) Where a 3rd party 'filtering' service (eg Message labs) is used
and the MX for the domain is set to their servers.
