Yes, but if you get those five, six, twenty, or whatever 
number handle a
disproportionate number of emails, so if you get those 
entities to sign on,
then you are significantly closer to reaching critical mass 
toward full
adoption, no?

I think it will be much easier to persuade their engineers with a simple
specification with administrative tools for their specific needs than by
making the core specification more complex.
