Poorly documented verbal plans seldom make their way
into RFCs, for good reason. Without peer review,
they're usually bad plans. Without specs, no one
can implement them and then they're useless.
They are not without peer review. They have been subject to verbal peer
review and discussion group peer review. If you would like to know more
about it, discuss it with me off-list. I have every answer.
