Actually, that's not how the SPF milter works. The receiving mailer
(who does the check) does not send anything back, but it refuses to
accept. It's then the sending mailer that generates the bounce.

I was thinking more generally, in particular to what happens with domain
keys...

What would help here is some mechanism for identifying legitimate and
illegitimate bounces.

One way to do that would be to use cryptographically constructed message ids
so that the sender could know which are genuine by simple inspection.
