OK, the people have spoken. SPF v1 is frozen, and filtering will be
possible before DATA, unlike certain alternatives now under
consideration by the major ISPs.

(in SpamAssassin, we probably would have found filtering after DATA based
on headers handy -- but a *solid* *frozen* spec that works, and isn't
likely to mutate into something radically different, is more important.)
