I'm a bit reluctant to suggest more government regulation of the Internet;
government regulation of communications rarely strikes me as a good idea.
I think if you were going to start mandating port blocking, though, port
137 would be a good places to start.

I don't like it either but their the only ones that can fine the ISP 
that don't.

I agree that the MS ports are a problem but not as much as port 25. ISP 
could always block inbound MS ports and I have no problem with them 
doing so and some already do so.
