Looks like I need to read the
RFC to see if the order of these multiple strings on a single TXT
record is guarenteed to be in the right order.

I believe BIND will rotate them just like it does with round robin records.
We had an application that used multiple TXT records on the same name, and
only the first 500 bytes or so were coming across. Once you use TCP it
works, but that is something you should stay away from since MANY dns
providers block TCP queries to regular people.

I'm pretty sure that you are right that multiple *TXT* records will be
rotated, but I'm not so sure if multiple *strings* on the same TXT
record will be. I check rfc1035 and I didn't see anything that
guarenteed that the order of multiple strings would be preserved.

So, to be on the safe side, I guess we need to assume that we can't
have SPF records that are over 255 characters long. Again, I'm not
sure if this is a real problem, we *want* SPF records to be short.
