Perhaps because it offers no incremental advantage to the sender.

Note that signed envelope sender addresses allow the sender to reject a
large amount of collateral spam from joe jobs, without co-operation from
anyone else. Recipients can detect joe jobs of such domains with existing
software, and they may already be using a configuration that does this.
