Sorry, this just makes no sense to me.

I think the reason is that this is the cheapest way they have to reach
those who don't specifically "allow" spam to be send to them, but still
find themselves interested in something offered by a spammer and clicking
on a flashing image that promises a better world in their email boxes.

It's cheaper to send 1.000.000 emails out to "anyone" and expect that 1%
click on the link than to carefully find and select 10.000 interested
persons where probably 10% will click on the link. This selection is too
expensive and not needed yet (since the burden to send 1.000.000 emails is
so low).

We want to set a higher burden with technical means that are more
expensive to overcome, so that this "selection" one day is cheaper for
the spammer.
