Me too. Any standard that includes this, IMNSHO, should be prefaced
with copious MAYs and not a single SHOULD or MUST w.r.t. the patented
stuff. Preferably, it shouldn't be in the standard at all, only an
implementation detail that is left out of the standard, if that's even
possible.
