As to the fairness comment in the Sender ID -

The two sentences I was referencing read:
'Organizations that wish to protect their domain
names from spoofing should bear part of the cost
burden. Organizations that wish to accurately
determine whether or not messages they receive
have been spoofed should also bear a
corresponding cost.'
"My understanding of the issue is that, right
now, people can send email with almost no cost,
it is the receivers that have to deal with all
the costs associated with fighting spam.
Requiring senders to bear the costs of creating
and maintain SPF records and handling DNS queries
is only fair. In addition requiring mailing
lists, email forwarders and greeting card sites
to change their software to not spoof other
people's domains is also a reasonable requested."
This is what I thought the first sentence meant,
but given the broad language used I was not
clear.
As to the second document:

"Yes, until last Friday's meeting, MS still
wanted the SenderID records (really SPF records)
to be published under the _ep. subdomain. This
has been fixed in the drafts that Mark mentioned
at the start of this thread."
I noticed this on going through IETF draft.
"MicroSoft will need to update these documents to
reflect the current status of the SenderID
proposal. How long it will take them to do this
is anyone's guess."
