The only reason for an unlimited spf record is laziness.
At the moment, another reason may be getting mail through to people who use a
'vanity domain' and forward their e-mail to an ISP which does SPF checking.
People who are worried about that, may want to publish "?all".
Now I fully agree that there are better ways to deal with the forwarding
problems in SPF, but not one of them can be implemented without the aid of
either the hosting provider remailing the mail (instead of forwarding) or ISP
(by skipping SPF checks on particular IPs). Since you don't know if this hits
you, publishing a restrictive "-all" can mean some people will not be able to
receive your mail.
