Webmail is useless.  We have it, but only the most dumbass users touch

Well *you* used a webmail client to write your email...
Webmail is popular with some providers - take hotmail to be one very
obvious example.

If a user is accessing email on a machine that isn't their own, webmail
might seem to be the obvious way to log in. Really it depends on the
userbase and the circumstances, just like everything else.
