Speak for yourself. People may find themselves, for whatever reason, having to use a particular mail server. This may not be against any terms of service or employment for their particular situation. They may not have any web access. Their domain administrator is aware of this and has specifically set up the domain's SPF record (possibly even a per-user exemption) to allow working under these conditions.

By all means treat such mail to a higher degree of scrutiny than you would for mail with only a /32 as a valid source, but let's not forget what the "S" in "SPF" stands for and allow for the possibility that the sender may have a situation that you hadn't thought of.
