I assume that people who manage more than a few hosts do not edit the
zone file by hand! They use a tool like h2n so, for the tool, adding
one SPF record or 1000 is not a problem. h2n already adds a MX per
host, so adding a SPF per host would be a small change (if people use
h2n and do not know Perl enough to patch it, just ask on the list and
I'm fairly certain you'll receive a patch within hours).

You assume wrong.  Between myself and my business, I have about 50 domain 
names, each of which has a base record ('domain.com'), a www record and an MX 
record.  Some have more and a couple have several records.

I believe that there are a moderate number of people who have vanity domains or 
the like and are using simple tools that are provided by a registrar or ISP to 
manage their DNS.  Look at the number of inquiries that we receive by people 
looking for a DNS provider that supports TXT.  Those people and many more are 
not about to begin using scripting tools to update their DNS, and furthermore, 
are NOT going to create and maintain SPF records for EVERY host in their DNS 
setup.
