You can't make assumptions like that. What is stopping me from going to 
large ISP that provides its customers sites like userid.ispdomain.com
for their homepage (number of them do) and asking for userid "spf1".

The reasons for using "_" for start of the special subomdomains and hosts 
like callerid's _ep or for SRV designation, etc is that these are all 
system domain coming from all days that it was not allowed to get "_name.com"
domain from internic, but such domain was in theory valid as far as dns 
is concerned. So people never actually assigned "_" domains to customers
but have used them for internal system tests, etc.
