Where is the problem?
I can't change ISPs. I have a cable modem and only 1 provider in my area.
DSL is 4 times slower in my area, so, DSL is not a very good option for me.
Dial-up is too slow to even consider, and requires a phone line.
Maybe you were assuming everyone was on dial-up, sure easy to change. Most
give about the same performance.

Not a problem at all. If an ISP gets a bad reputation then people will
