Virtually the same, the latter is only paginated in RfC format,
and it has a ToC.

One minor difference about the DIGIT transformer (line 1063
resp, 1287), and the IETF version mentions the folks on the
SPAM-L list twice.   Anything else is "7 lines deleted" for
the page headers.
