Impicitly using v=spf1 for pra checking is not an option. People
published v=spf1 with the current implementations in mind, not the pra
mumbo jumbo. If you then go ahead and (without asking) interpret them as
pra records, you have a problem. So if there's some 'pra=yes' or
something in the record, sure, use pra. If it's not: keep your hands of
of it!

2) if MS changed the patent license to be compatible with
   free software, would those objections go away?

This is a very hypothetical statement. Microsoft will not do this. Would
the objections go away? Not on my side, I deeply distrust microsoft, and
try to stay as far away from anything they propose as possible.

3) would people rather see Microsoft promote an spf2.0/pra
   syntax, while the opensource world promotes a v=spf1
   syntax?  Again, assume the contents of those records
   would be the same; ignore scope disambiguation for now.

In fact, i'd like microsoft to keep their hands of anything spf
alltogether. They are capitalizing on work done by volunteers. They are
trying to make big bucks by stealing work done by volunteers for free. I
find that disgusting, and truly hope you (Meng) will also realize that
by insisting on close ties with microsoft you will lose more and more
volunteers, and will be more and more dependant on microsoft. Is this is
something you can live with, maybe it's best to tell us now, so we can
stop putting time in for free (maybe start billing you or microsoft?).
