and forwarding and that we see a few cases of this on spf-help, but not

I have. We discussed the issue of how they were using forwarding, and found
a better way to write the various setups. Unfortunately, siggraph.org at
last check still used a mailing list setup that includes the message
sender's email address and SMTP server in its own "MAIL FROM" line, and I
had to whitelist them. So there are technically alert, fairly large sites
that rely on forwarding or forwarding like behavior without being willing or
yet finding the resources to implement SRS or SES.
We can live with them, and work around them, but I really don't think we can
simply ignore them.
But I can say this to you because you're basically reasonable and can be
argued with. Mark has me a bit concerned in that regards.
