Your sentence makes sense so far.

But this doesn't. The forwarding sites don't need to implement SES and
it wouldn't help _your_ mail get through if they did.

_You_ can implement SES to avoid any need for forwarding sites to do
_anything_. You remain compatible with current practice, and it doesn't
need to change. Which is probably just as well since the vast majority
of forwarding sites aren't _going_ to do anything, I suspect. 
We can live with them, and work around them, but I really don't think we can 
simply ignore them.
