Tnx for info. While it doesn't directly answer who added this
note it's now clear that it's in fact about "checking other
identities against SPF records", and anything along the lines
of "SPF version 1" or "v=spf1" (or my clumsy "defined in this
memo" attempt for -01pre2) ought to be good enough to fix this.
With more than one or new fuzzy qualifiers please use MUST NOT.
